Additional Oil and Gas Revenues Supplement the Russian Budget in 2026

In April, petroleum and gas revenues (PGR) of the Russian budget increased by 38.67% compared to March, amounting to 855.6 billion rubles, according to materials released by the Ministry of Finance on May 6. For the first time this year, additional PGR has entered the positive zone, with a basic volume of 834.6 billion rubles contributing an additional 21 billion. In March, the budget was short by 234.3 billion rubles. At the beginning of May, Finance Minister Anton Siluanov noted that approximately 200 billion rubles would additionally flow into the treasury due to favorable market conditions. “We expect these additional PGR. But I would like to say right away that the levels of income and non-income received over the past two months are the same. We are talking about an amount of about 200 billion rubles,” he stated (quote from TASS).

Despite deviations from the basic volume, PGR revenues have been growing monthly since the beginning of the year, with figures reaching 617 billion rubles in March, 432.3 billion rubles in February, and 393.3 billion rubles in January. However, the April figure still falls short of the level recorded during the same period last year by 21.22%. Russia’s PGR in April 2025 was 1.086 trillion rubles.
