Currently, Russia imports gasoline and diesel from Belarus. In October 2025, the Eurasian Economic Commission (EEC) council eliminated the 5% import tariff on supplies until June 30, 2026. At the beginning of June this year, Russia proposed extending the zero import duty until June 2027.
Authorities may also permit the production of petroleum products that do not conform to the existing technical regulations. Media reports have previously indicated that certain refineries have been allowed to produce gasoline and diesel with deviations from the established requirements. Moreover, the plan includes prioritizing fuel supplies to the domestic market and maximizing the operational capacity of oil companies.
Additionally, the authorities may temporarily reduce the sales norm for gasoline on the stock exchange from 15% to 10% of production volume. The volumes that do not reach the exchange are expected to be directed towards socially significant consumers, according to Vedomosti citing a source.
Igor Yushkov, an expert at the Financial University under the Government of the Russian Federation, noted that the payment for the damping mechanism related to gasoline imports is connected to maintaining price levels in the domestic market. According to analyst Sergey Kaufman from FG "Finam", otherwise, gasoline at independent gas stations would cost tens of rubles more. Open Oil Market’s General Director Sergey Tereshkin believes that regulators should consider the option of centralized fuel purchases from abroad using funds from the reserve fund.
It is worth noting that in early June, the Russian Ministry of Energy explained the difficulties in fuel supplies to certain southern regions as a result of airstrikes on fuel and energy facilities. The ministry described the situation as temporary and announced the establishment of an industry headquarters to stabilize it. Subsequently, the government permitted some refineries to produce gasoline according to "Euro-3" standards.
Several regions in Russia have introduced limitations on fuel sales. Sales limits are currently in effect in the Omsk and Saratov regions, as reported by the local authorities. In the Voronezh region, restrictions have so far been imposed by only one major gas station network. Gas stations in the Irkutsk and Vladimir regions have switched to a priority servicing order.
