The Cabinet Plans to Change the Budget Rule Due to Declining Oil and Gas Revenues

The government, in light of the decreasing oil and gas revenue (OGR) of the federal budget, is planning to adjust the budget rule by lowering the baseline oil price set within it – also known as the cut-off price. On February 25, Finance Minister Anton Siluanov announced this to reporters at the State Duma.
He noted that the share of oil and gas revenues in the federal budget's revenue structure is shrinking. Therefore, the government is considering the tightening of the budget rule "in terms of lowering the baseline price" in order to preserve the resources of the National Wealth Fund (NWF) and reduce pressure on the foreign exchange market.
